Landscaping, pavers and concrete in Rolling Hills Estates

Del Mar Landscaping has built in Rolling Hills Estates: the paver patio, curved walkway, deck and new lawn in the photos below are from one of our projects there. We're a family business, founded in 1993 and based in Long Beach, and one licensed crew (California license #904584, C-27 Landscaping and C-8 Concrete) handles the planting, pavers, concrete, walls, drainage and irrigation. Rolling Hills Estates has its own rules for front yards, artificial turf and grading, so we plan around them from the start.

Planning a yard project in Rolling Hills Estates

Checked against city codes and official sources in October 2026. Rules change, so we confirm the details for your lot on the free estimate.

Front yards stay low. Fences, walls, hedges and landscape features taller than 24 inches aren't allowed in front yards or street-facing side yards. In the horse (H) overlay, a 42-inch three-rail white wood fence is allowed in front.

Retaining walls. Retaining walls can be up to 60 inches, with a 42-inch open safety fence allowed on top. Terraced walls have to be set apart by at least the height of the tallest wall.

Artificial turf. Artificial turf can cover no more than 25% of a front yard or street-facing side yard. It needs a zone clearance and a product sample, and it has to be professionally installed and maintained.

Grading. Cuts or fills over 1 foot (up to 3 feet), or moving 10 to 20 cubic yards on or off the lot, need Planning Director approval. More than that, or any grading on a slope of 35% or more, goes to the Planning Commission. Replacing existing landscaping without changing the grade is exempt.

Hardscape and lot coverage. Patios, pools and gravel count at 75% of their area toward lot coverage, and grass-paver products count at 50%, so permeable choices leave more room for the rest of the yard. Decks 30 inches or higher need a building permit.

Watering rules. No watering within 48 hours after a quarter inch of rain, no overspray or runoff onto hardscape, and fountains must recirculate.

Questions

Rolling Hills Estates landscaping questions

How much artificial turf can I put in my front yard in Rolling Hills Estates?

Up to 25% of the front yard or street-facing side yard. It needs a City zone clearance and a product sample, and it has to be professionally installed and maintained.

Can I get a rebate for replacing my lawn?

Possibly. SoCal Water$mart's turf replacement program pays $2 per square foot (up to 5,000 square feet a year) for replacing living grass with a water-wise garden, and Cal Water, which serves the Peninsula, lists its own Lawn-to-Garden rebate of up to $3 per square foot. Artificial turf doesn't qualify for either, and funds have to be reserved before work starts.

Do you work around the horse trails and equestrian lots?

Yes. Rolling Hills Estates has more than 25 miles of bridle trails, and lots in the horse (H) overlay have their own rules, such as a 7-foot building setback along bridle-trail easements, which we plan around.
