Planning a new landscape in the South Bay

Each city sets its own rules. Checked against city codes and official sources in October 2026. Rules change, so we confirm the details for your lot on the free estimate.

Climate. Almost all of the rain comes in the cool months: Torrance Airport averages 13.64 inches a year, about 96% of it from October through April, and Cal Water puts the Palos Verdes Peninsula at about 13.5 inches. Summers are nearly dry, so fall planting lets new plants settle in with the rain.

Palos Verdes Estates. Planting and hardscape each have their own application with the Palos Verdes Homes Association's Art Jury, and landscapes under the City's water-efficient ordinance need a plan showing the turf percentage, plant water use and a water budget.

Rancho Palos Verdes. Under Proposition M, foliage that significantly blocks a neighbor's view can't grow above 16 feet or the roof ridgeline, whichever is lower. The City's water-efficient landscape rules apply when a permitted project adds or changes 500 square feet or more of landscape on a new home, or 2,500 square feet or more on an existing one.

Rolling Hills Estates. Fences, walls, hedges and landscape features taller than 24 inches aren't allowed in front yards, and landscaping can't be used to create front-yard hedges.

Rebates for a water-wise garden. SoCal Water$mart pays $2 per square foot (up to 5,000 square feet a year) to replace living grass. LADWP customers in San Pedro get $5 per square foot ($3 LADWP plus $2 Metropolitan), and Cal Water and Torrance list their own rebates. SoCal Water$mart funds have to be reserved before work starts, and synthetic turf doesn't qualify.

Long Beach. Long Beach Utilities' Lawn to Garden program helps pay to replace living front-yard grass with a water-wise garden; designs must be approved before work starts. A City landscape permit applies when a project already needs a permit and adds 500 square feet or more of new landscape, or redoes 2,500 square feet or more.

Questions

Landscape design & installation questions

Do you design the yard, or only install it?

Both. We walk the property with you, measure, and work out the layout, plants, turf and paver choices together, then our crew builds it.

Which plants do well in the South Bay?

Water-wise plants that can handle a nearly dry summer. On the Peninsula, Rancho Palos Verdes' code names coastal sage scrub natives such as California sagebrush, California buckwheat, lemonadeberry, purple sage, black sage and coyote brush. We go over plant choices on the free estimate.
