Concrete work and permits by city

Each city sets its own rules. Checked against city codes and official sources in October 2026. Rules change, so we confirm the details for your lot on the free estimate.

What a C-8 license covers. The Contractors State License Board says a C-8 concrete contractor forms, pours, places, finishes and installs mass, pavement, flat and other concrete work.

Hire licensed above $1,000. Since January 1, 2025, California requires a licensed contractor for any job of $1,000 or more, or any job that needs a permit.

Palos Verdes Estates. Buildings plus paved surfaces, including driveways and walkways, can cover no more than 65% of a lot, and hardscape needs the Palos Verdes Homes Association's Art Jury approval as well as the City's.

Rolling Hills Estates. Patios and other hardscape count at 75% of their area toward lot coverage, and in the front yard all hardscape counts in full against a cap of 25% to 45%, depending on street frontage. Driveways can't be steeper than 15%.

Rancho Palos Verdes. One patio under 500 square feet and paved strips under 5 feet wide don't count toward lot coverage. Driveways can't be steeper than 20%.

Driveway curb cuts. A new or wider driveway apron is street work. In Los Angeles, which includes San Pedro, it needs a Bureau of Engineering A-Permit, with residential aprons 10 to 18 feet wide; in Long Beach it needs engineered plans through Public Works.

Long Beach. Private concrete walkways, patios and driveways up to 30 inches above the ground are exempt from a building permit; patio covers are not.
